Increase in Dutch energy-efficient homes

The number of energy-efficient homes in the Netherlands is rising. More than 2.2 million properties held an energy label of A or higher in 2025. This figure represents four out of every ten dwellings with a registered rating. Data from the Rijksdienst voor Ondernemend Nederland (RVO), analysed by ANP, shows a significant increase from 2024. During that year, nearly 2 million homes reached this sustainability benchmark.

Energy labels measure a property’s efficiency. Label A signifies a highly efficient home with low energy consumption. Homeowners achieve this through high-quality insulation and technologies like heat pumps, solar panels, or double glazing. In contrast, label G is the least efficient category. This group currently accounts for approximately 3 per cent of all rated homes.

Existing houses can improve their ratings through sustainability upgrades. However, developers must build all new properties to an A rating or higher. Consequently, municipalities with extensive new developments show the highest share of sustainable housing. These areas include Almere, Pijnacker-Nootdorp, and Lansingerland. Limburg and Zeeland have the lowest proportions of top-rated homes. Roughly one-third of properties in these provinces achieve an A label or above.

Sellers have been required to provide a definitive energy label since 2022. By 2025, approximately two-thirds of all Dutch homes possessed a valid label.

Forty per cent of Dutch properties now hold a top-tier energy rating as sustainable housing becomes more common. While new-build projects drive the shift, some southern provinces continue to see slower progress in home efficiency.

The Dutch housing market is undergoing a rapid green transition. Strict regulations for new buildings and mandatory disclosure laws fuel this change. While top-tier ratings are now standard in modern urban areas, older provinces face a steeper climb to reach the same efficiency levels.
