Eindhoven opposition parties challenge Hague’s takeover of local housing policy

The new cabinet intends to curtail municipal authority, potentially giving commercial developers and landlords greater freedom in the housing market. Five opposition groups in the Eindhoven city council have raised concerns about this shift. They have submitted formal questions to the council to determine how the city can continue to ensure housing affordability.

Eindhoven previously reduced its target for affordable housing from 85 per cent to 72 per cent in certain cases. This move had already caused disagreement within the city council. However, the new centre-right minority cabinet, comprising D66, CDA, and VVD, plans to further reduce the city’s influence.

Under the new coalition agreement, the government in The Hague will set the framework for local housing policies. The agreement states that the government will standardise rules and ensure municipalities remove any extra local requirements for construction. This is intended to create a uniform system nationwide. Local parties Eindhoven Voor Elkaar (EVE), Ouderen Appèl, Party for the Animals, Volt, and the SP are deeply worried about these intentions.

Opposition groups argue that the housing crisis is being outsourced to the market rather than addressed. They believe the government’s right-wing agenda gives too much leeway to developers at the expense of homebuyers. Under the new plans, Eindhoven’s affordability requirement could drop from 85 per cent to just 66 per cent.

The parties also fear that sustainability standards will be weakened. Furthermore, they worry that investors will once again be able to buy, split, and rent out homes at high prices. The council factions are now asking how the municipality will respond to these plans and whether Eindhoven will lobby to maintain its own control over local public housing.
