Eindhoven City Council has launched formal procedures to acquire ten plots of land designated for the new BIC Noord development. This area is the intended site for the new ASML campus. The plots vary significantly in size, ranging from small patches of 45 square metres to large areas of around 20,000 square metres. In total, the land earmarked for the expansion covers approximately 15 hectares.
The local government has been in negotiations with various owners since the council approved the expansion plans. However, an agreement has been reached in only one case to date. While the council initially announced its intent to move towards compulsory purchase in December, the process now requires formal approval from the city council. Following this, a judge will decide if the acquisition is legally justified and determine the final compensation for the land.
Despite these legal steps, city officials stated they remain in active negotiations with the owners in the hope of reaching a mutual settlement. The compulsory purchase procedure serves primarily as a safeguard to ensure the project remains on schedule. Securing this land is essential to begin construction at BIC Noord. Both the municipality and ASML are eager to move quickly, with ASML aiming to occupy the new campus by 2028.
