Four Dutch government agencies and the Netherlands Organisation for Applied Scientific Research (TNO) have begun practical testing of GPT-NL. Partners TNO, the Netherlands Forensic Institute (NFI), and SURF designed this dedicated Dutch artificial intelligence model to provide a secure, transparent, and independent alternative to foreign technology.
Digital sovereignity
The project began in 2023 following a €13.5 million investment from the Ministry of Economic Affairs. Unlike commercial models that often operate as “black boxes,” GPT-NL is designed with digital sovereignty in mind. By developing its own infrastructure, the Netherlands aims to reduce its reliance on large American and Chinese tech companies. This ensures that sensitive data remains within national borders and under local legal jurisdiction.
A TNO spokesperson emphasised that the current testing phase is essential to evaluate the model’s practical output. While the NFI and TNO will be among the primary users, the developers do not intend the model for the general public. Instead, they will make it available to organisations that require high levels of data privacy and security, such as academic institutions and government bodies.
To ensure the model understands the nuances of the Dutch language and culture, it requires a vast amount of high-quality training data. In July, several Dutch media organisations, including the national news agency ANP, agreed to provide archives of news items for this purpose. If GPT-NL is successfully brought to market, these content providers will receive financial compensation for the use of their intellectual property.
Expectations of GPT-NL
GPT-NL is expected to perform a variety of tasks, including text summarisation and simplification, while strictly adhering to the General Data Protection Regulation (GDPR). By building the model from scratch, the developers aim to avoid the inherent biases often found in English-centric AI. The project represents a significant step towards a “Public Interest AI” that prioritises ethical standards and democratic oversight over commercial profit.
