The municipality is establishing a ranking list for housing and education projects that wish to qualify for priority access to the electricity grid. Due to new national regulations concerning better allocation of available grid capacity, municipalities can now submit projects for this purpose. For housing projects, a digital portal has opened as of 23 July. Project developers and other initiators can register their projects until 31 August 2026. To determine the order of housing projects on the list, the municipality has adopted new policy rules.
Ranking List
To ensure housing and education projects can be considered for priority access, the council must submit its ranking lists to the grid operator no later than 1 October 2026. The new policy outlines how the municipality will determine this. The guiding principles for deciding which projects are included—and in what order—are transparency, objectivity, and legal robustness. These rules are based on national model guidelines from the Association of Dutch Municipalities (VNG), ensuring Eindhoven aligns with the uniform national approach.
Focus
Eindhoven has chosen to explicitly include education facilities in its assessment. Projects involving the expansion or replacement of existing schools already included in the Integrated Housing Plan will receive higher priority. New school buildings that form part of a broader housing development will also be given additional precedence.
Registrations
Housing developers and other initiators of housing projects can register until 31 August 2026 via the newly launched digital portal. Education institutions will be able to register later this month. Based on the submitted information, the municipality will compile a ranking list per congestion area for projects planned within the next ten years. The order in which projects are placed on this list will guide the grid operator when allocating newly released grid capacity.
