Eindhoven football clubs and law enforcement sign new safety pact

The Municipality of Eindhoven, PSV, FC Eindhoven, the police, and the Public Prosecution Service have officially signed the new Welcoming and Safe Football Covenant. This agreement reaffirms and strengthens the existing partnership between the organisations. The covenant takes effect immediately and will remain in place until the end of the 2029–2030 football season.

Football matches involving PSV and FC Eindhoven are a major source of enjoyment, pride, and connection for residents from all walks of life. Consequently, it is vital that supporters feel welcome and safe both inside and around the stadiums. The new agreement outlines shared ambitions to guarantee this environment and sets out clear rules for all partners involved. The primary goal is to ensure a positive experience before, during, and after matches, while protecting or restoring public order and safety when necessary.

A key element of the new agreement is the focus on an individualised approach. The vast majority of supporters attend matches simply to enjoy the game. To maintain a positive atmosphere, the partners will focus on preventing misconduct through rapid information exchange and close cooperation. This strategy allows the relevant authorities to act more quickly and effectively if problems arise. While the focus is on individuals, group-based measures remain an option when an individual approach is insufficient. This method has already proven to contribute to a safer sporting climate.

By signing this covenant, the partners have expressed their ambition to further deepen their successful collaboration. This intensive teamwork is already showing clear results and forms the foundation for a sustainable, welcoming, and inclusive football environment for everyone. However, the agreement also sets firm boundaries regarding hospitality, ensuring that firm action is taken if these limits are crossed.
