Many student cities have rules that make it harder to create additional student rooms, according to the National Student Union (LSVb). The union reported this after studying housing policies in fifteen municipalities, including Amsterdam, Leiden, Utrecht, Groningen, and Eindhoven.
The LSVb says rules on shared housing are limiting supply and worsening shortages. It is calling on municipalities to relax these policies so more student rooms can be created.
The recommendations come as new municipal coalitions are being formed in many areas. In its study, the student union says local authorities could make shared housing easier by relaxing parking requirements. It also suggests introducing special rules for creating rooms above shops and hospitality venues.
“Besides adding extra living space in areas where families often prefer not to live, this can help reduce vacancy in city centres,” the report states.
The LSVb also urges municipalities to avoid requiring duplicate permits. It says some cities require both an environmental permit and a conversion permit for the same housing projects.
