SVB calls on parliment to simplify personal healthcare budget system

The SVB (Sociale Verzekeringsbank) has urged the House of Representatives to simplify the Dutch personal healthcare budget system. In an official bottleneck letter, the social security agency warned that rising bureaucratic demands harm vulnerable patients. Budget holders face severe financial and legal complications due to these heavy administrative burdens.

Burden of employer responsibilities

The core issue stems from the legal status of individuals who manage their own medical care. Approximately 14,000 personal budget holders maintain formal employment contracts with healthcare providers. Consequently, current laws classify these chronically ill or disabled citizens as employers, forcing them to fulfill extensive corporate obligations.

Under these rules, budget holders must manage professional payroll administrations for their care workers. If a hired carer falls ill, the patient must act as a manager and guide the employee through complex, legally mandated workplace reintegration processes. The SVB emphasized that these intense requirements overwhelm citizens who simply need peace of mind and medical care.

Proposed legal exemptions

To resolve these systemic issues, the SVB advocates for a comprehensive legislative overhaul. The agency wants parliament to create a specific statutory exception that removes standard employer obligations from healthcare budget holders. This legal change will restore the system to its original purpose and allow patients to access flexible care without managing complex business administration.
