DEN BOSCH (ANP) – The municipality of Den Bosch wants the option to take “harsh measures” should unrest and unsafe situations arise regarding the potential asylum reception centre in Engelen. This is stated in a preliminary livability plan that was announced on Wednesday. The municipality presents a so-called ‘escalation ladder,’ under which it intends to be able to impose penalty payments on the COA at the final step. They also want to be able to adjust the permit conditions in the event of persistent unrest.
There has been unrest in Engelen and Bokhoven for months regarding the intended accommodation for fifty unaccompanied minor foreign nationals in a so-called AMV location. The municipality of Den Bosch intends to do this at the De Vutter business park in Engelen.
The livability plan was drawn up based on input from residents and includes additional agreements with the COA. The draught plan can be discussed and adjusted at upcoming meetings. The final version will become part of the COA’s permit application at the end of this year.
Three steps
The escalation ladder consists of three steps. Step one is considered the “desirable situation.” In this phase, there may be occasional disturbances, but the police or the COA will resolve them in accordance with the agreements made. In step two, if the agreements are not properly adhered to and there is unrest in the neighbourhood, a consultation with local residents will take place and a plan to restore order will be drawn up. If the unrest persists, the municipality wants to be able to implement stricter measures.
Additionally, the municipality does not want the residents of the AMV to arrive all at once, but in phases. It also aims for a balanced composition of residents, differing in gender, age, and origin.
